What is Tier 2 Solar Insurance?

Going solar in Florida, Texas, or New Jersey is worth the initial investment.  Both Florida and Texas are two of the sunniest of states in the U.S., with New Jersey not too far behind.  These three states, as well as 35 other states in the country, offer some excellent solar tax incentives, rebates, and net-metering programs to maximize your savings.

Property tax exemption on the added home value gained from the installation of a rooftop solar system, a home solar system state sales tax exemption, plus a nationwide federal solar tax credit equaling 30% of your total system cost, and the occasional rebate program, all add up to some significant savings.

While different states have different laws, some state laws, including Florida, expressly forbid the prohibition of solar panels by local government boards or city managers, and other entities, including homeowners’ associations. Some rules regarding design and appearance may be permissible, however, in designated historic districts. 


Solar panels are typically included in most homeowners’ insurance policies with no separate coverage required.  But smaller statewide or regional insurance companies have tightened underwriting rules over the past few years that impact solar energy systems.   

While insurance coverage laws differ depending on the insurance company and the state you live in, let’s use a simple average system as an example of what kind of coverage you may need.    


There are three tiers that are delineated by the total size of the system you install.  Tier 1 is up to 10 kW.  Tier 2 is 10 to 100 kW, and Tier 3 is 100 kW and more, up to 2,000 kW.  And your system must adhere to the National Electric Code for Photovoltaic (PV) systems. 

For Tier 2 systems, utility companies in most states, for example, require proof of a Personal Liability Policy (PLP) of at least $1 million. The rationale behind this policy is that the utility companies must protect themselves from liability if a customer-owned solar panel system causes injury or death.   


In addition, you will need to add the value of the installed solar panels to your existing homeowner’s insurance policy.  This way both your home, its furnishings, your belongings, plus your solar panel system, are all fully covered.
